    Add libsndfile format query

    Add a SyncTERM:Q;libsndfileFormat query that asks the loaded
    libsndfile runtime whether a normalized major/subtype pair is supported.
    This lets BBSes distinguish coarse libsndfile availability from codec
    support such as OGG/Opus.

    Resolve sf_format_check in the dynamic libsndfile wrapper, assert the libsndfile mask layout used by the protocol, and document the response
    shape plus a copied convenience registry of major formats and subtypes.
